Blinking Desktop Icons can be very annoying for users. This problem primarily happens, when the User desktop was redirected to a network share. Folder redirection is done quite often in a Remote Desktop- or ICA Desktop session to keep the user profile small. Here the solution for how to stop the blinking!

Often users have quite some shortcuts on the Desktop, and when redirected to a network share they might start to blink. The blinking could be due to a bad configured- or under dimensioned file server. It could also something simple like the thumbnails! Under certain conditions, a hidden thumbs.db is created within the Desktop folder that holds the icon previews. The continuous polling of the file can end in Desktop icons blinking.  

The solution is simple and requires two steps:

First set a Microsoft policy that no thumbnail cache files are created (per registry might be needed)
Administrative Templates | Windows-Components | File-Explorer | Turn off caching of thumbnails in hidden thumbs.db files or HKCU\Software\Policies\Microsoft\Windows\Explorer DisableThumbsDBOnNetworkFolders REG_DWORD = 0x00000001

Second, already created thumbs.db files within the redirected folder must be deleted. Deleting the file can also be done through Microsoft Group Policy. 

After that, the blinking terror should stop!

We implemented the GPO to turn off caching of thumbnails and delete the thumbs.db file. The icons still flash for 3 minutes then stops. We use folder redirection for the desktop location. It points at the users home drive. We were told to upgrade to 4.9.3000 LTSR Receiver from 4.6 to fix the issue and haven't had any luck. If you manually Reset the Receiver it fixes the blinking for that session only. Please help.

Stop using Receiver within an ICA-Desktop to start local applications. This is the worst thing to do. The post does NOT involve Receiver at all.

Thanks. We're not using Receiver to start local applications. We do publish Citrix application icons to the desktop though and these published app icons live on a folder redirection desktop. The icons continually blink for 3 minutes. Citrix believed it was the Explorer.exe hook and had us set UViProcessExcludes Reg key. But, still blinks for some users. Still trying to find a solution.

The Value 0x00000008 is wrong because it's one digit too long.
correct :
0x0000000 = enable thumbs.db
0x0000001 = disable thumbs.db
Or better use the named GPO setting.

You're Right, was a typo and the GPO didn't work with 2012R2 but with the regkey
